GOD SPEAKS TO DRY BONES

'Thus says the Lord GOD to these bones' is, at first glance, absurd — speaking to what has long been dead. And that is exactly where God chooses to act.

'I will cause breath to enter you' echoes Adam's own creation, when God breathed life into dust — the same hand that created is the one that raises the dead.

This isn't a conditional suggestion — 'you shall live' is a certain declaration, dependent not on the bones' cooperation but only on the word God speaks over them.
